The story follows Superintendent Walter Tso as he attempts to bring down a criminal corporation led by the treacherous . Mao has betrayed his brother, Big Dai , and had him imprisoned to take over the organization.

With no evidence to convict Mao, Tso coerces the (who are now private detectives) to go undercover in prison to rescue Big Dai and help secure his testimony against Mao.
