This is the recommended, official method. Since Windows 10, version 1809, WinPE is a separate add-on to the Windows Assessment and Deployment Kit (ADK). Download the Windows ADK for your version of Windows. Download the Windows PE Add-on for the ADK. Install ADK & WinPE: Run adksetup.exe and install the Deployment Tools feature.
