The story follows Jake Hopper ( Steven Seagal ), a retired CIA agent whose daughter, Jessica, is kidnapped while vacationing in Thailand. While a terrorist group called Abu Karaf initially claims responsibility, Hopper suspects a deeper conspiracy involving a corrupt Thai general named Jantapan.
